I have a 2013 F21 which has the same windscreen washer system as your F20 has. As mentioned, yes the washer bottle does get clogged up with "gunge", in fact it is actually more like snot (see pictures)! This is purely down to using non BMW windscreen wash. I have recently had this problem, and only last weekend taken the time to sort the.. If you put a compressed air line into the hose by the jets you can blow most of the gunk back into the tank, which is a temp fix until it all settles over the plastic filter again. so maybe it's been redesigned.
