Referendum Council's final report has been released by the Prime Minister today. and recommends a constitutionally entrenched "Voice to Parliament" in the form of a national Indigenous.. The Council released a communiqué following some of the meetings. These communiqués are at Appendix D.. 1.2 Building on past processes. Consistent with points 2 and 3 of our terms of reference, the Council was mindful of the need to pay close regard to the work completed through previous processes and this largely accounted for the structure of our Discussion Paper in Appendix H.
